Dear SDCCD Colleagues,
I am pleased to announce that we have reached a tentative agreement with the District on a successor Resource Allocation Formula (RAF) which will replace the existing agreement due to expire on June 30, 2011.
This new RAF was modeled after the allocation formula that has been successfully used in the Los Rios Community College District over the past 25 years.
The greatest advantages of the new methodology is that it gives the bargaining units a bigger share of new resources (85% of both COLA and Growth funds vs. only 80% of COLA and 20% of growth previously), it maintains fully funded health benefits, and it gives the units a share of one-time resources that we did not share in previously. It also allows us to continue to use our discretion on how to spend our share of the resources without having to reach agreement with the District, unless we want to establish a completely new program.
The greatest disadvantages of the new agreement are that in order to guarantee full funding for health care, all yearly step and column advances will be moved back to a January 1 anniversary date for 11 and
12 month contract employees, and February 1 for 10 month contract employees. Adjunct step movement and step and column advancements for all employees due to educational incentives will remain unchanged from current practice. The other disadvantage is that in down times when on-going costs cannot be met by on-going resources, the units will be required to meet and negotiate with the District to come up with a solution.
That’s a very simple overview of a very complex agreement!

We will be scheduling question and answer sessions at each campus after the spring semester starts when we can go over this new agreement and these documents in more detail. Following these sessions we will hold ratification voting for all bargaining units.
