Problems with the No Child Left Behind Act and members' frustration with the federal law occupied much of the discussion at the AFT Teachers program and policy council meeting in Washington, D.C., Jan. 25-26. PPC members were particularly concerned about NCLB's reliance on testing and the fact that the law fails to give schools and teachers credit for student progress. The recommendations included developing talking points that local leaders can use to discuss these and other NCLB issues with members and the community. (See also NCLB resources posted on the AFT's public Web site.) On the issue of supplemental services and who should provide them, PPC members said local unions and their members were uniquely qualified to provide tutoring and other supplemental educational services called for under the law. It was noted, however, that an evaluation system to determine the effectiveness of these services needs to be put in place, regardless of who provides them. The AFT recently established an NCLB Task Force, chaired by AFT executive vice president Antonia Cortese, to look at these and other issues surrounding the federal law.
